Add tools for working with Redstone

I propose adding two tools that would make working with Redstone easier.

The first tool would change the orientation of already placed blocks—such as Redstone dust, repeaters, pistons, and hoppers—as well as standard blocks like chests, furnaces, doors, and trapdoors. In essence, it would provide half the functionality of the Debug Stick, but in Survival mode.

The second tool is a Redstone activator—essentially a lighter that activates Redstone dust or mechanisms when used on them. It can also be used on standard blocks; an observer could detect the interaction through a wall, and a comparator would detect it as well.
