I propose adding insulated Redstone, which does not activate any adjacent blocks (sides, top, or bottom).
Also, I suggest an insulated Redstone torch: it is normally unlit but activates when receiving a signal, transmitting that signal vertically upwards.
Insulated Redstone and Redstone torches can be stacked on top of each other—like scaffolding—without transmitting signals to one another.
They would function like rails, having a specific orientation; a separate block would be used for corners.
Repeaters and observers can extract signals from insulated Redstone. A repeater acts like a lever, outputting a signal as long as it receives one. An observer acts like a button, transmitting a signal only when the state of the insulated Redstone changes.
At the input and output points, they can connect to standard (uninsulated) Redstone.
To transmit a signal vertically downwards, standard Redstone dust or torches are used; these activate only the blocks they are placed on (though a torch also activates the block directly above it).
