Command need permission in creative mode

When creating a creative world the use of command should be default. I I know that there's a setting to turn on the command before creating a world but that's too much work and it's Soo hard to find. So I suggest that when creating a creative world command should be turn on . And why can't I see the letters when I'm creating a feedback I

    And the main point of creative world is to experiment, build, test a farm and enjoy what Minecraft has to offer like cool commands.
