New Command SetMaxBoatSpeed

I have a Minecraft server were we banned elytras and we mainly use minecarts since its very easy to change their max speed with the gamerule to make them very viable for transportation. We recently thought about wanting to do the same for boats but couldn't find a datapack to do it. Mojang should add a new gamerule so that you can set the max speed for boats the same way you can for minecarts.
