Phantom Rework with Ominous Bottles

Instead of having the Phantoms spawn at night when the player hasn't spelt for 3 days, they will now spawn in when you drink an Ominous Bottle during rain, Thunderstorms, or at Night to trigger the new Weather Challenge. They will drop the same, and being the only way to repair your elytra's by using their drop.
