Villagers should be able to repair and upgrade the homes they live in using materials supplied by the player, while keeping their existing AI and daily routines.
Villagers should NOT craft construction materials. They can only place blocks the player provides. If a house uses oak planks, stairs, glass panes, etc., the player must provide the correct replacement blocks. Giving a villager cobblestone should not let them craft cobblestone stairs.
Construction should happen gradually. Villagers still work, socialize, wander, eat, sleep and breed, so a house may remain partially finished. Hostile mobs should interrupt construction, making lighting, walls, cats, wolves and iron golems useful for village safety.
Players remain responsible for designing and expanding their homes. Villagers simply maintain or rebuild existing structures. A villager should only work on a player's home if they actually live there, with a bed establishing residency. Baby villagers cannot build until they grow up.
Villagers should also be able to repair their own village homes when supplied with the correct materials.
This would make villages feel like living communities without removing Minecraft's survival grind. Players still gather, craft, design and supply everything; villagers simply provide labor while behaving like villagers.
