Java and Bedrock have been different in the combat aspect for almost 10 years. The 1.9 combat update was originally only added to Java since bedrock only existed as Minecraft Pocket Edition.
With the attribute swapping controversy, I think that about now would be a new time to rework player combat. My idea is to use the wind charge/spear/pearl item cooldown mechanics on ALL melee weapons while keeping the times similar to what java currently has. This way, people can still do some attribute swap mechanics like lunging/mace smashing instantly while still being unable to transfer enchant effects from one item to another. This would work for both Bedrock and Java because these mechanics are already in the game's code. If this was an official update, Mojang could also finally add the cleaving enchantment and make the Impaling and Sharpness enchants consistent for both versions.
Overall, I think this would be a good solution to both combat parity and the issues players have with removing attribute swapping.
