Add the Operator Utilities Tab to Bedrock Edition (Java Parity)

Currently, Java Edition players can turn on the "Operator Items Tab" in their settings to easily grab items like Command Blocks, Barrier Blocks, and Structure Blocks straight from their Creative menu. On Bedrock Edition, we still have to type out long /give commands every time we need one of these blocks. This is especially difficult for players on Xbox, PlayStation, Nintendo Switch, and Mobile who have to type using controllers or touch screens. Please add an Operator Utilities tab to Bedrock's Creative inventory to bring parity with Java and make map-making easier for console and mobile players!
