When I put vibrant visuals into a lower resolution, such as 75% or 66%, then turn reflections on ultra, leaving all other settings as they are in performance mode (low or off), sometimes the water will glitch. There are two distinct phases of this glitch. From what I can tell, they may be correlated, but not necessarily. The first phase of the glitch happens immediately after switching from reflections off, to on ultra. The water becomes dark blue, pixelated and blank in some spots, depending on where you look. Then it goes back to normal. After that, every 5-10 seconds, the water will flicker. Just once. It also continues to happen despite changing the resolution back to native. It may not have anything to do with the resolution, but it's the only time I see it happen at first. It also seems too happen on any quality settings for reflections after the glitch is triggered. If triggering the full glitch becomes a struggle, putting volumetric fog on low while reflections are set to ultra, then turning volumetric fog back off, seems to trigger the second portion of the glitch.
