Spear Zombie Horsemen spawn in lit areas ignoring light levels

Hello from Japan. I am writing to report a persistent issue regarding spear-wielding zombie horsemen in Minecraft Bedrock Edition, which has remained unfixed since Mounts of Mayhem.

Despite proper spawn-proofing where light levels are kept above 0, spear-wielding zombie horsemen continue to spawn in lit areas. When can we expect a fix for this bug?

Because of this issue, players frequently die outdoors and lose all their items. It unnecessarily increases the difficulty of Survival mode, forcing us into tedious workarounds like replacing all grass blocks around our bases with non-spawnable blocks just to stay safe.

I also had the opportunity to bring this up directly with the development team at the recent Minecraft Creator gathering held in Japan.
