some upgrade for pillager outpost

Pillager outposts use solid white wool blocks for tent roofs, which looks blocky and stiff. The newly added abandoned camps in Drop3 use wool stairs to make sloped tent roofs, forming inconsistent building styles across wilderness structures. Suggestion: Replace solid wool with white wool stairs for outpost roofs. Benefit: Make tents more realistic, unify the aesthetic design of outdoor camps and outposts.
