/dialog enables so much utility for datapack creators, especially by letting us use a proper text input box rather than relying on using written books. However, this input is mostly useless since any way to actually store or execute commands with this input requires the players to have the permissions to actually execute the commands themselves. This makes /dialog useless for the purposes it appears to be made to be used for!
I don't think there's any reason for such a requirement, since actually making the dialog prompt requires either op or server permissions in the first place. It's just an arbitrary limitation to protect players from an impossible threat.
