Minecraft is already an amazing building game.
I think villagers should become better inhabitants, not better workers. Instead of automating gameplay, they could react more naturally to the world: use roads when possible, that you build for them too. gather around campfires or village squares, yes, that you build. remember the player for a while after being rescued for example. occasionally admire large buildings or landmarks. spend more time inside houses that players build for them, yes, again. have small personality differences.
These behaviors wouldn’t make the game easier. They would simply make player-built towns feel alive. I only ask that the existing world respond better to the player's creativity. For decades, the game has encouraged building but almost never “notice” those structures. Sure, the community recognizes them, but the game itself doesn’t. If the villagers altered their behavior, even slightly, and not the behavior of cattle based on what you’d created, it wouldn’t be about balance or efficiency; it would be about the feeling that the city had truly become a home for someone, rather than just a collection of beautiful buildings.
