When trying to place several cushions inside the same block space, it becomes sort of a nightmare to place them exactly on top of each other to make decorations. You need to use enchantment tables, stairs and shelves, or all of that and more if you don't want borders. And you also need to be quick enough to replace the blocks so the cushion doesn't break. All of this is worsened by the enchantment table being hard to replace (cause it takes more time to break) and the cushion being so easy to break by accident. Imagine when you need lots of them for a decoration. That's why I believe cushions should be easier to place on top of each other.
If it's too hard or impossible to make it so cushions can be placed on top of each other just by sneaking and aiming at the previous cushion, we could have a block whose surfaces make this easier, considering one cushion "occupies" 1/4 of a block space. It's also worth considering that the player may want to replace that block for another, so it shouldn't be hard or impossible.
