Add Apply_Impulse as a command in addition to an item effect.

The current community standard ways of moving the character with commands are teleporting, summoning invisible slimes inside the player, or using explosions. Apply_Impulse from spears is very versatile and great, except it can only be used in data packs tied to items and not just for a one-off command.
