I'm sure this has been asked a lot in the past few years and never got noticed but a lot of skin packs in Minecraft Bedrock edition has capes in it. What's disappointing is that they are tied to that specific skin in that skin pack, so it doesn't really feel like a cape you own. There is infrastructure that Minecraft implemented to migrate your Bedrock capes to Java edition as seen with the Founder's cape and several others, so I don't see this being an issue for them to implement. However, as much as I would want it to happen, this could cause some controversies though, such as the 2016 minecon skin pack. That one has all the capes from 2011 to 2016, were free for all players to redeem and I perfectly understand that if those were to be decoupled and synced over to Java, those who paid to assist to a Minecon in the past would have their cape lose value overnight. To avoid this, I propose they do modern reskins or a little overhaul to the original capes for those who got the skin pack version, if it were to be synced over Java while keeping the original ones as a wearable cape strictly in Bedrock. Even if the original capes were migrated, it would only make the capes just a little more common, not too much but it could prevent account selling for Microsoft as the capes values would lose just a tiny fraction of their values.
