Gamerule for saved hot bars

I’m in a server that has a huge illegal item problem because someone got creative mode temporarily and used saved hotbars to get tons of over powered items. To prevent this from happening to other servers, I think there should be a gamerule to disable saved hotbars. It would simply remove the saved hotbars tab when the gamerule is enabled.
