A lot of people have already suggested summoning the Allay, but here is what I think makes most sense as a way to summon it.
Killing a vex should drop a Soul Drop.
A crafting recipe including crying obsidian and soul sand creates a Soul Anchor. If you fill it with 4 Soul Drops, an Allay is summoned.
