Minecarts are slow and the system is outdated, so here's my concept:
Power Level = PL blocks per second=bp/s
Speed per Power Level:
PL 0 = 0 bp/s
PL 1 = 2 bp/s
PL 2 = 4 bp/s
PL 3 = 6 bp/s
PL 4 = 8 bp/s
PL 5 = 10 bp/s
PL 6 = 12 bp/s
PL 7 = 14 bp/s
PL 8 = 16 bp/s
PL 9 = 18 bp/s
PL 10 = 20 bp/s
PL 11 = 22 bp/s
PL 12 = 24 bp/s
PL 13 = 26 bp/s
PL 14 = 28 bp/s
PL 15 = 30 bp/s
Based on the redstone power level of a powered rail, a minecart should travel faster. When a powered rail receives power, adjacent powered rails should receive one level less, similar to redstone dust. Powered rails could have an optional mode toggled by right-clicking. This mode only works with powered rails. If two powered rails in this mode are on the same rail line and within 30 blocks, all powered rails between them automatically use a power level calculated from the two outer rails. If both outer rails have the same power level, the rails between them use that power level. If they have different power levels, the minecart speed is calculated from the average speed of both outer rails. Any powered rail activated through this connection adopts the calculated power level, even if it was unpowered. Example: Power Level 1 (2 bp/s) and Power Level 2 (4 bp/s) result in 3 bp/s. Normal rails cannot use this mode and break the connection. The mode could be shown by a different texture or glow.
Overall, this would make minecarts faster, simpler, more flexible, and more useful.
