Stairs have a directional shape. Redstone could use that shape to determine how a signal travels through the block.
Instead of acting as a full conductor or a non-conductor, stairs could transfer redstone signals only through their full flat surfaces, while the other sides would not transfer a signal. The stair's orientation and shape (normal, upside-down, inner and outer corners) would determine the possible signal paths.
This would make redstone routing more intuitive by following the actual shape of stairs, without adding any new redstone components.
