The function of this block would be the following: when it receives a redstone pulse signal, it 'rotates'(It doesn't actually rotate, nor can you see the block itself rotating or some change) clockwise or counterclockwise(tap to switch and changes the symbol); and if the block above it has multiple orientations in the horizontal, it will also rotate(It doesn't rotate either, but it does change its orientation), both 'turn' 90 degrees.
It needs to pause the redstone signal to reactivate.
Blocks that have no difference in horizontal orientation or they don't have all 4 directions complete, will remain the same. This includes natural pumpkins or others that are fixed in direction/image with respect to cardinal points.
The block will look like an upper, octagonal wood slab with its sticky upper surface, and a square iron bottom slab.

It has the same properties and timing as a sticky piston.
Yes, you can stack them on top of each other, but it won't have any effect because it only has one orientation/image (I prefer something useful that doesn't put too much strain on the redstone logic instead of thinking about staking effects)
But just to clarify, the one below would rotate the one above (which remains/looks the same), and the one above would only affect the one above it, and so on.That's why they are not affected additively.
