Claim system

Can claim land by crafting a claim chunk tool. This should make chests only accessible to the owner or whitelisted players. Only the owner can break or build along with any whitelisted players and the permission to edit the claim can be revoked by the owner at any time. For every chunk you claim you need to craft the chunk claim tool, chunks you own can be linked to one tool to allow other players or keep your chunks safe. Chunks can be abandoned at any time.

  There are definitely datapacks that do this, but I understand datapacks aren't accessible to everyone. I think if this were to be a feature, it should probably be a command rather than a survival item?
