dressing room offline tweaks

Imagine if you could load and create new characters offline and it didn't lock you into playing with the default skins. These offline characters don't save but you can edit them so you could use a custom skin png (this only applies to Pc and mobile devices) Plus you could make a customized character with the default hair, face, etc options and no marketplace items
