New rail to drop minecarts

There is already an activator rail which drops a minecart's passengers if it's powered. But it doesn't remove the minecart, which can create an issue. For example the rail goes on afterwards, so the minecart keeps going away with the player having to chase it to stop it. To fix the issue, a new type of rail can be added - the dropping rail. It would drop the minecart which would make it appear in its item form. Since it's similar in nature, I suggest the recipe should be the same as of activator rail but with gold instead of iron, or possibly copper to make it cheaper
