Cut grass to cut creeper spawning

We know creepers creep but I propose a new spawn rule be added to their spawn behavior. I say they should only be spawned in places with grass or dark shaded areas. Cut grass or tall grass to limit the spawn radius for creepers. Crouching in tall grass, tall bushes, vines and sugar cane can hide players up to 2 blocks away from hostile mobs. Wearing mob heads can camouflage you completely from specific mobs. Crouching while undetected at night can allow you to remain unseen up to 5 blocks aways. Hiding while crouching in tall grass at night can allow players to be unseen up to 1 block away. Creepers, endermen, ravagers, wolves, slimes, parasites and wardens are unaffected by hidden entities and would still pursue its target.
