Bring Bedrock's Closed Caption Customization to Java Edition

Bedrock Edition recently got some new closed caption settings, like changing their position, how long they stay on screen, and filtering which sounds appear. It would be great if Java Edition got these options too.

Java already has closed captions, but they're much more limited. Bringing these settings over would improve accessibility while also helping with parity between the two editions.
