Bring back leaf particles for spruce trees

Spruce trees leaf particles were removed in a recent snapshot to add more realism to the game, but Minecraft is not meant to be realistic. Leaf particles add more atmosphere to the biome, and make it feel more alive. Removing the particles results only in the spruce biome feeling less alive and being more boring than previously.
