The changes made to cobwebs in the 26.3 snapshot, preventing them from being broken by flowing water, remove a long standing and important PvP mechanic. For many years, using a water bucket to clear cobwebs has been a reliable and balanced counterplay option in combat.
Without this mechanic, players are forced to rely on alternatives such as ender pearls, chorus fruit, or mining the cobweb itself. However, each of these options has significant drawbacks. Ender pearls are disabled on many Minecraft SMPs, making them unavailable in a large number of PvP environments. Chorus fruit is only obtainable once players reach the End, making it a late game solution, and the time required to eat it leaves players vulnerable to being attacked. Similarly, breaking a cobweb by hand or with a tool also leaves the player exposed, allowing opponents to deal critical hits while they are unable to effectively respond.
Removing water as a counter to cobwebs reduces the amount of counterplay available in PvP and makes cobwebs considerably stronger than they have traditionally been. Restoring the ability for water to break cobwebs would preserve an established mechanic that has contributed to balanced combat for many years.
