"Operator Items Tab" option should be under "World Options" not "Controls"

Currently, the "Operator Items Tab" button in the settings is behind the "Controls" section, which doesn't make sense because it doesn't relate to controls. It fits a lot better with "World Options" which groups things like editing gamerules, enabling commands, and changing gamemode and difficulty.
