Add a Fast Health Regeneration Option to Bedrock Edition

This feature would allow players to recover health much faster than normal. It could be added as an optional setting in World Settings or as a Gamerule that players can turn on or off according to their preference. Fast Health Regeneration would be especially useful for casual players, custom maps, adventure worlds, and players who want a more relaxed gameplay experience without constantly needing food to recover health.
