Icicles form on leaves under snow layers

Snow layers on leaf blocks can generate icicles directly underneath in a cluster of 1 to 3 that turns into an ice spike after a 4th.

ice sickles melt in light falling to the ground as a homeless particle effect, just like snow layers melting, but ice spikes do not melt they like packed ice, if or when they fall it's just like dripstone.
