Lowering the Vulkan Version requirements from Vulkan 1.3 to 1.2 or 1.1

Hi Mojang Team,

I wanted to share some feedback regarding Minecraft’s Vulkan support. I recently loaded my brother’s 2017 laptop and started the Minecraft Java Snapshot that includes the Vulkan rendering engine. After enabling “Prefer Vulkan” and restarting the game, it continued to run using OpenGL instead of Vulkan.

From my testing, it seems that some older GPUs, such as integrated AMD Radeon R-series or older NVIDIA GeForce cards, cannot support Vulkan 1.3, which is currently required. I suggest adding support for lower Vulkan versions, like 1.1 or 1.2, to allow these devices to access the Vulkan engine and benefit from improved performance.

    AMD R9 and NVIDIA graphics cards up to the 10 series are currently End of Life and driver updates for them have not been released for about 3 years, so there is hardly any point in supporting them.

    Bro, like some people have old GPU's and can't buy new one for various reasons.... Just adding a compatibility layer would solve this issue, by which everyone who has Vulkan ready GPU's can run Vulkan based Minecraft.... Even tho those GPU's have reached its end of life, it doesn't mean they  should be ignored. Anyways adding a compatibility layer wouldn't be that hard.
