Spectators should have load chunks turned on by default on hardcore worlds

in the most recent pre-release on 6/8/26 you removed the ability to use cheats in a hardcore world. which i think is great, but because the game has the gamerule to allow spectators to generate chunks turn off by default. this change prevents people from looking back on their worlds after they died in them.

i feel like that should be turned on from the start when creating a hardcore world
