Allow hardcore players access to certain commands

Following the removal of lan > cheats on for hardcore worlds, please add hardcore access to commands such as those changing the world border & game rules! Many hardcore players set an original world border and use lan > cheats on to expand the border slowly over time. Please (re)add access to these commands for hardcore.
