In my opinion, I think end flashes are amazing in concept, but not executed very well in game. They are extremely frequent, and paired with their sound effect and lighting effect, become more annoying then interesting. I think the best way to resolve this issue is to allow the player to adjust the min and max intervals of the end flashes, allow the player to change how long they last, and entirely enable/disable said end flashes, all via the gamerules. You can both min and max to the same for exactly the same intervals, you can make it so it will occur between 10 seconds to 2 hours after the last one, and more. You could also use this to turn end flashes into tiny flashes to long lasting lights, allowing you to randomly set the time to anything, from lasting a single second to 30 minutes if you want. Of course, setting the interval time to 0 for both min and max should disable end flashes entirely. This approach grants tremendous freedom for the player in customization, something I think Minecraft benefits greatly from.
