With the upcoming drop, abandoned camps will be made out of wool stairs which are purely decorative blocks. Making blocks that generate in structures functional is helpful to survival players to allow them to play the role of a scavenger to get resources, but as it is now, mining the wool stairs in camps would have no purpose other than building.
To change this, there could be a workstation that can change blocks between their different types (full blocks, stairs, slabs, etc.). As to not antiquate stone cutter, this workstation would craft blocks at a deficit, so maybe it would require two (arbitrary number greater than 1) wool stairs to make one full wool block.
That way players will be able to turn wool stairs they mine from abandoned camps into full wool blocks, and also let them get more use out of miscellaneous blocks from other structures, and blocks lying around in chests. Reuse Reduce Recycle :)
