Improve Leaf Litter in the Dappled Forest Update

Leaf litter was added back in the Spring to Life drop, but it would benefit from improvements and the new Dappled Forest update is the perfect time to make those changes. Here are my ideas for how to improve it and rebalance the game more:

- Leaf litter should generate less in the classic forest biome.

- Leaf litter should spawn whenever a poplar tree is grown from a sapling to make it more renewable.

- Leaf litter's appearance should change, stacking up in piles instead of in corners to make it look more realistic.

- Leaf litter should only drop as an item when broken with a hoe to prevent inventory clutter, and it should be broken more slowly and use up the hoe's durability.

- Leaf litter should have less power as a fuel source. Maybe it should be able to smelt a fourth of an item rather than half.
