    Bedrock already has this, so I think this is a parity issue.

    sorry, but mods don't work without a loader. and loader (neither of them) can not load a mod on-the-fly, they can't even unload/disable a loaded mod once the game is up.  and loader (and your selection of mods) are bound to a single game version. today's launchers allow downloading mods from inside the launcher (launcher, not loader) because people just don't get that they can't just push any jar file at loader's face.

    none of your suggestions on how to do something will ever happen, but if we ignore that and focus on the last part - "easy and safe for everyone" - yeah, that is a thing.

    prism launcher will download mods and put them where it should; also downloads shader packs and resource packs. modrinth launcher, curseforge launcher (no connection to forge loader), gd launcher - all of them can download mods and other things and put files where they need to be. and all of them allow you to have multiple instances with varying loaders and game versions and mod sets.  and they all require proper authentication like the vanilla launcher so everything is above the board.
