Improve the new Vulkan graphics api performance on AMD GPUs

NVIDIA GPUs gain a large FPS increase with the new Vulkan renderer, but on AMD GPUs Vulkan performs worse than OpenGL. On my AMD GPU I lose around 300 FPS when switching from OpenGL to Vulkan

    I got 45 max fps on vulkan api and 200 fps on opengl
