Happy Ghasts faster above clouds

Happy Ghasts regenerate above clouds why not make them move faster above clouds too. they are slow for building but the speed limit they have isn't good. they shouldn't move extremely fast or be the main form of transportation and they would still need to be brought up and down from that high so it remains balanced. (We need to be able to Chase the Skies faster in the sky!)
