In creative mode, any enchantment can be placed on any item using an enchanted book and an anvil, barring enchantment incompatibility of course. In survival, however, enchantments are limited to specific items. This is a very understandable choice from a game balancing perspective, but experimenting with wacky enchantments on random objects in a survival world could also be a lot of fun. I think the perfect solution to this problem would be to allow players to turn these survival enchantment restrictions on or off using a gamerule, as that would allow for players to have fun with enchantments in certain worlds without compromising the balance of the base game.
This gamerule could also toggle enchantment incompatibility restrictions, or remove the limit on the number of enchantments caused by the "too expensive" message. Alternatively, these could also be toggled by separate gamerules
