/dialog allows datapack/map makers to present options to and acquire inputs from players in a neat and navigable fashion, which is much better than having to check for /trigger or using book and quill to get text input. Considering all of this, I think it's very restricting to not let us run commands on non-opped players using dialog. Allowing it could let us to give players access to certain commands and functions without having to give them perms, which lets us streamline a lot of the processes that are used in datapack/map making both for the creators and for the players. The only reason I could see this being the case is to stop malicious actors from abusing it, but generating a dialog already requires heightened permissions and so it's not really a /dialog issue.
