Just as you can put a block in normal-sized Sulfur Cubes, this could be an additional thing for normal-sized Sulfur Cubes to do, or just for the small ones, to alter their behavior.
Give the small cubes multiple inventory slots. Each item put into it would give the cube a certain property, such as causing damage by touch, levitation, teleportation, repulsion from players, bouncing on water or lava, sticking to certain blocks, changing colors (itself or what it touches), destroying certain blocks on contact, imparting splash potion effects on contact. The possibilities are endless.
All these properties would then combine to customize the cube's behavior for whatever mini-game it's meant to be in, or as part of a Redstone device or trap in Survival, or whatever else players can come up with.
