add new mob freeze and new structure icy ruins

Tew mob that spawn only in icy ruins that shoots ice charges that freeze target for 1 second, the icy ruins are a giant temple covered in ice and can have diamonds, emeralds, and iron as well as ice and spawn in glaciers. The reason is we have a breeze for air and a blaze for fire why not a freeze for water/ice and the glaciers are kind of boring and new structure would be amazing. the freeze drops ice rods to then make the ice staff with 2 ice rods and 1 diamond. The temple is built with a new block called icy stone bricks and stone bricks like and desert temple. The ice staff freezes enemies within 3 blocks like the freeze. pls put this in.
