Bring back the crowdin translation cpe project.

The translator cape project was a great way to get peole in the comunity to get involved with the  translation of minecarft an contribute in their own way to their favourite game. I believe that bringing it back offitialy would be heard of as great news by many people. And make players feel involved in the creation of Minecarft, while havinìg a clear, stable goal: getting the translator cape.
