Add /bossbar command to Bedrock edition (Parity)

Currently, the Bedrock Edition does not have the/bossbar command available in the Java Edition. This command is essential for adding boss bars to mobs and is perfect for map creators. Its absence in Bedrock forces creators to use extremely complex workarounds (like titleraw or invisible Withers). Adding this would bring much-needed parity and better tools for the community.

    Seriously this would be awesome to have, I love making boss fights with commands and using scoreboards and just making it a sad little action bar is so pathetic compared to a boss bar on screen
