This post is the abridged version of a longer feedback document I constructed some time ago.
Phantoms are the exception to an otherwise consistent rule of mob spawning; spawning conditions prioritize the biome before taking into account local spawning conditions. (Strays, husks, horses, llamas are a few relevant examples) However, Phantoms violate this rule in the context of the Mushroom Fields biome. Given that Mojang has removed Phantom spawning in the biomes of the Nether, End, and the Void, my proposal is that they do the same for the Mushroom Fields.
The Mushroom Fields is an extraordinarily rare biome. Coming across one, let alone multiple in a normal play-through without the aid of seed map programs requires much time. However, the islands are a boon for any player at any stage in their Minecraft playthrough. Free food, bright green grass, and a safe haven for builds that let a player experiment with lighting safely. Phantoms soil this otherwise pristine reward for that effort.
The objective is to stop Phantoms from spawning in the Mushroom Fields. However, I would be remiss if I did not offer any other solutions. Making Phantom AI less frustrating and time-consuming to fight by increasing striking windows, or adjusting its hitbox to be more consistent with its in-game model when it moves; a talisman of warding to be left at your feet by a cat; These proposals and more are further detailed in the document.
