Use Trade rebalance for craftable Tridents

Although the Villager trade rebalancing isn't exactly guaranteed to happen, it could be used as an excellent opportunity to have craftable tridents whilst retaining their rarity.

Fishermen villagers born in an ocean or a beach or other aquatic biome when upgraded to master should offer a trade for emeralds and a Heart of the Sea to get a new material used for crafting a trident. I'm imagining crafting it like a pickaxe or a diagonal pickaxe, where there is 3 of this material with 2 pieces of prismarine

Hopefully this will keep them rare and relatively difficult to get but in a way that involves work rather than luck.
