tamed mob whistle

I think there should be an item, perhaps a whistle, that you can use to interact with tamed mobs to enable either stay, follow, or wander mode. i think it would be useful for something like zoos or in-home exhibits for pets. i would also like the whistle to work on ALL tamed mobs, so tamed mobs that would automatically wander away and get lost, like horses, don't run off, but can still be put in stables and pastures and be able to wander around in them like real horses would
