Sulfur caves should generate with more pools and potent sulfur

While exploring, I noticed that sulfur pools and potent sulfur are both very difficult to find in sulfur caves, despite being presented as defining features of the biome. Unlike lush caves which deliberately generate with shallow pools, sulfur caves seem to rely on the "base" generation to form pools where potent sulfur can possibly be placed. To fix this, sulfur caves should basically generate like lush caves, with shallow sulfur pools taking up large portions of the cave floor. This would greatly improve the biome's look and feel
